Generally speaking, probably not. iPhones that aren’t jailbroken can’t even operate a real antivirus program because of the way iOS sandboxes apps. The web has a lot of dark corners, so leaving underage kids with unsupervised usage of the World-wide-web isn't a good suggestion.
